In regard to developmental states, however, many scholars have argued just the opposite, namely, that welfare programs and economic development work at cross purposes. The developmental state supposedly focuses all resources on growth and minimizes government expenditures on welfare, the environment, and other purposes until a high level of growth is achieved. As the quintessential developmental state, Japan’s experience offers a good test case for this debate. Did Japan refrain from adopting welfare policies until it had become a wealthy country, or did welfare spending increase hand-in-hand with economic growth? 他著有“The State and the Mass Media in Japan, 1918-1945”,以及 “The Conscription Society: Administered Mass Organizations”等。
